First, we need to connect Webex to IFTTT.
Create IFTTT account.

Give IFTTT access to your Webex account, using Webex credentials.

Next, we need to create a workflow automation scenario using graphical no-code web interface of IFTTT.
Set up a Trigger action for Webex
Choose the following trigger: New message in a Spark room (This Trigger fires whenever someone posts a new message in the selected room.).
Then set up an Action for Webex
Choose this action: Post a message to a Spark room (This Action will post a message to the room you choose in Spark.).

Test and Publish
Finally, we need to test this automation and publish it.
