Part I
First, we need to connect Twitter and Pushbullet to IFTTT.
Create IFTTT account.
Create IFTTT account if you don't have one.
Connect Twitter to IFTTT.
Give IFTTT access to your Twitter account, using Twitter credentials.
Connect Pushbullet to IFTTT.
Give IFTTT access to your Pushbullet account, using Pushbullet credentials.

Set up a Trigger action for Twitter
Choose the following trigger: New tweet by a specific user (This Trigger fires every time the Twitter user you specify tweets.).
Then set up an Action for Pushbullet
Choose this action: Push a link (This Action will push a new link to your Pushbullet inbox.).
