This automation scenario allows you to connect Twitter and Buffer

Part I
First, we need to connect Twitter and Buffer to IFTTT.
Create IFTTT account.
Create IFTTT account if you don't have one.
Connect Twitter to IFTTT.
Give IFTTT access to your Twitter account, using Twitter credentials.
Connect Buffer to IFTTT.
Give IFTTT access to your Buffer account, using Buffer credentials.
Part II
Next, we need to create a workflow automation scenario using graphical no-code web interface of IFTTT.
Set up a Trigger action for Twitter
Choose the following trigger: New tweet by you with hashtag (This Trigger fires every time you post a new tweet with a specific hashtag.).
Then set up an Action for Buffer
Choose this action: Add to Buffer (This Action will add a post to Buffer. If your Buffer is full then the post will be skipped.).

Finally, we need to test this automation and publish it.

Configure the data that is exchanged between Twitter and Buffer.
Test the workflow and turn it on for production use
Test your scenario and publish to production. Now you have an automatic workflow, that will twitter linkedin (via buffer)!
