Part I
First, we need to connect Facebook and LINE to IFTTT.
Create IFTTT account.
Create IFTTT account if you don't have one.
Connect Facebook to IFTTT.
Give IFTTT access to your Facebook account, using Facebook credentials.
Connect LINE to IFTTT.
Give IFTTT access to your LINE account, using LINE credentials.

Set up a Trigger action for Facebook
